War on terror paradox?

I watched an interview with the director of Islamic Relief organization , hetalked about how support to 30,000 orphans in various troubled moslem regions , the support was DISCONTINUED as a result of USA "war on terror" crackdown on Moslem CHARITY . The director pointed out how all those orphans as a result had no resources and were much more likely to join ACTUAL terrorist activities (militants , radical parties etc)
