Were the Egyptians violating the instructions of Mohammed by blockading Gaza?

I'm curious, as I seem to recall a duty to the sick and impoverished in Islam, particulary to fellow Muslims. Wouldn't stopping critical supplies entering Gaza violate this spirit?
