Was it wrong not to say anything when i saw her stealing?

i was in the pharmacy and i saw i woman i knew stealing cold medicine for her child.i didn't say anything cause she looked at me with a look of desperation.what would you do. i couldn't help her pay cause my prescriptions ran high.times are hard for some people,especially with children.
