Aquarium Problems, Please Help!!?

okay so, i have had a 25 gallon aquarium running for 5days with no fish in it. I have an air pump, 33gallon bio filter, gravel, plants and ornaments, thermostat. now here is my problem. I put 25 gallons fresh tap water used chemical drops to get rid of chlorine and chloramin(however you spell them) i let my filter run for 2 days then checked my PH Level, Ammonia and Nitrite. I had 7.6PH (way to high) 1.0 ammonia(also to high) and 0Nitrite. so i used PH down drops, they did nothing.so everyday for the past 3 days i have been using the PH down drops and they have done nothing. my nitrite is now at .50ppm and my ammonia still sitting at 1.0. my Temperature is perfect 78F but i don't know what to do!? i put biological filtration booster in my tank today but i don't understand what half the stuff i read online means. i am a first time aquarium owner and am sooo confused! please help! I have 5 tiger barbs in my small 10 gallon waiting to get put into a larger tank. they are losing there stripes not really eating or swimming they look so unhappy! someone please give me advice on what to do with my 25gallon, or if i can just put them in there. ahh.. im begging! they are so sad and i feel terrible. I just spent $200.00 to give them a better home and i cant even figure out what to do.
