Another problem with my boiler again?

I am having another problem with my boiler again, i had the heating on and all of a sudden it started to go off while the heating switch was still on, then i saw a red flashing light on the boiler, so now that i have turned it off, i guess calling the council again to fix it? Ad what do u think is the problem?
