If LLC is dissolved, can they sue me?

My sister is sole owner of an LLC in NY, with another location (foreign) in Mississippi where she now lives. Due to a poor business manager in NY, she is now having to dissolve the two locations and register in MS to continue business there. She will owe services to a few clients in NY but does not have the funds to continue. Can she be sued? What would be the best route if she can't financially stay open or offer refunds?
