Not so good mother?

I know someone that has a 3 yr old and a 5 week newborn. The father of the 3 yr old has full custody of her. The father of the newborn is nowhere to be found. The mother recently got her lights turned off, and will possibly be evicted from her apartment, due to non payment. The father of the 3 yr old will occasionally let her spend the night at her mother's house. I know for a fact that the mom has no shoes that fit her, clothes are WAY too small for her and dirty, and has next to nothing to feed her. She also has no bed for either of the kids. They all sleep in the same room. (Mom, boyfriend, 3 yr old, and newborn). 3 yr old has a cough, she won't take the child to the doctor, nor buy her something to help with the cough. Mother puts all financial responsibility to the father. I feel sorry for both kids, is there anything I can do to get those kids out of that situtation? Is this neglect, is she an unfit mother?
